Head of Programmes & Partnerships

Madelon Cabooter joined ICM in 2025, as Head of Programmes and Partnerships. Madelon is responsible for maintaining and growing ICM’s strategic partnerships and achieving ICM’s programmatic priorities, while contributing to the strategic direction of ICM, as part of the Senior Leadership Team.

Madelon has 30 years of experience, working for multilateral organizations with a focus on health system innovation and child protection and survival, in Central and Eastern Europe, South America and Sub Sahara Africa. She is a versatile professional  experienced in programme management, designing and leading communication and (humanitarian) fundraising campaigns, as well as advocacy and resource mobilization strategies. The past ten years Madelon spearheaded various partnership teams, building strategic relationships with corporates, multi- and bilateral organisations and private partners. Throughout her career, Madelon has dedicated herself to making a positive impact to the lives of women and children living in underserved communities or affected by humanitarian crises.

Madelon holds a Mater’s degree in Public Administration from Leiden University and Erasmus University Rotterdam and has completed an MBA module on Transition, Innovation and Entrepreneurship at Nyenrode Business University.  She also serves as a Board Member promoting child rights education in the Netherlands.
