RFP – Support to develop the ICM Leadership Academy
Scope of Work
The International Confederation of Midwives (ICM) is seeking a suitably qualified consultant or an agency to support the development of ICMs leadership academy, The academy will be a comprehensive platform designed to empower midwives worldwide by enhancing their leadership capability. It will provide opportunities for midwife leaders to engage on multiple platforms, build strong networks, set clear and high expectations, and develop and lead others to strengthen healthcare systems, improve maternal, and newborn health outcomes and become credible ambassadors for the midwifery profession. Midwife leaders will benefit from podcasts, webinars, seminars, TED-style talks, networking forums, leadership development initiatives, midwife leaders’ executive sponsorship programme and so much more. The academy will focus on flexible, accessible, and practical learning experiences, tailored to the unique needs of midwifery professionals, including early career, middle career, and experienced midwife leaders.
The consultant or agency must have proven experience of successfully supporting professions in similar processes.
About ICM
ICM supports, represents and works to strengthen professional associations of midwives throughout the world. There are currently 137 Members Associations (MAs), representing 119 countries across every continent and over 1 million midwives globally. In the Europe Region, ICM has members in 29 of 31 EU/EEA countries. ICM has its Head Office in the Netherlands.
With a unique and vital role as the only organisation specifically focused on supporting associations of midwives and their midwife members around the world, ICM is an expert in creating, advising, influencing, and enabling the profession of midwifery globally. ICM also adds value to the regional health landscape by advocating for the improvement of the status of midwifery, sexual, reproductive, maternal, newborn and adolescent health across the regions and globally.

Activities and Deliverables
The chosen contractor will:
- Develop a comprehensive report that outlines the structure, operational strategies, key deliverables, and implementation timelines necessary to establish a thriving, globally accessible academy.
- Conduct a situational analysis to assess the current leadership development needs of midwives globally
- Identifying gaps in leadership training and opportunities within the midwifery profession
- Engage with midwives, member associations, collaborators, donors, partners and other stakeholders to gather insights and input
PROGRAMME DESIGN
- Work with the ICM team to define the vision, mission, and objectives of the ICM Leadership Academy.
- Identify and detail the components of the academy, including networking opportunities and events: platforms and events to foster global connections.
- Outline leadership development opportunities such as, non-accredited training and mentoring programmes, including the soon to be developed ‘midwife leaders executive sponsorship programme’, exchange programmes, shadowing opportunities
- Incorporate innovative, user-friendly technologies to maximize accessibility and engagement.
IMPLEMENTATION STRATEGY
- Create a phased implementation roadmap, including timelines and milestones.
- Outline operational requirements such as staffing, technology, and partnerships.
- Propose mechanisms for continuous improvement and adaptation.
FUNDING AND SUSTAINABILITY
- Identify potential funding sources and strategies to ensure the academy’s financial sustainability.
- Recommend governance and financial management models.
MONITORING AND EVALUATION FRAMEWORK
- Develop metrics and evaluation criteria to measure the impact and success of the academy.
- Outline methods for gathering feedback and incorporating lessons learned.
Budget
Proposed budgets will be reviewed with respect to the suitability of the methodology, work plan and activities for deliverables in a cost-effective manner.
Commencement date and location
The targeted kick-off meeting date is set for 22nd April 2025, with commencement of deliverables in September 2025.
Location: Remote; interactions with ICM staff and other relevant stakeholders are expected to take place virtually.
Procurement procedure
ICM is using an open procurement procedure, meaning that any suitably qualified consultant may submit a proposal to ICM during the submission timeframe.

In addition to the proposal, please submit a portfolio of similar work as an example, as well as two references. If you have worked with ICM previously, one reference is sufficient.
